49 CFR 390.5 Definitions:

Interstate commerce means trade, traffic, or transportation in the United States

  • (b)(1) Between a place in a State and a place outside of such State (including a place outside of the United States);
  • (b)(2) Between two places in a State through another State or a place outside of the United States; or
  • (b)(3) Between two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.

Intrastate commerce means any trade, traffic, or transportation in any State which is not described in the term “interstate commerce.”

Unified Carrier Registration (UCR) Program

If you operate a truck or bus in interstate or international commerce or if you offer services as a Freight Forwarder, Broker or Leasing Company and you make arrangements for the transportation of cargo and goods in interstate or international commerce there are federal laws that apply to your business. The Unified Carrier Registration (UCR) Program requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business and pay an annual fee based on the size of their fleet. This law includes private carriers. It also requires individuals and companies that provide freight forwarding, brokering or leasing services in interstate or international commerce to register their business and pay an annual fee of $76.

FMCSA Licensing and Registration

he FMCSA monitors and ensures compliance with regulations governing both safety (all carriers) and commerce (for-hire carriers). Companies may find they are subject to both registration requirements (USDOT Number and MC Number) or either one separately. To determine if you need to apply for a US DOT number, click here.
